The Ohio River Valley Institute (ORVI) promoted Lewis County, Washington, as a model for transitioning to a clean energy economy, claiming it outperformed fossil-fuel counties. However, data from the Bureau of Labor Statistics shows that 40% of the fossil-fuel counties used for comparison actually outperformed Lewis County in key measures. ORVI's research was found to be incorrect, with four of the six counties they cited as having negative employment growth actually having more jobs in 2014 than in 1998. Additionally, Marshall County, West Virginia, added more jobs prior to the pandemic recession than Lewis County. The grant programs in Lewis County, which provided $55 million over 10 years, may not be the sole reason for the county's economic improvement, as the area has seen spillover growth from the adjacent Seattle metro area and an increase in migration from other states.
