Die DGUV hat die "DGUV Vorschrift 1" erarbeitet, um eine einheitliche Grundlagenvorschrift für den Arbeitsschutz zu schaffen. Diese Vorschrift ersetzt zwei nahezu inhaltsgleiche Unfallverhütungsvorschriften aus der Zeit vor der Fusion des Bundesverbandes der Unfallkassen und des Hauptverbandes der gewerblichen Berufsgenossenschaften. Die neue Vorschrift berücksichtigt das staatliche Arbeitsschutzrecht und nennt fünf verbindliche Kriterien für die Bestellung von Sicherheitsbeauftragten. Diese Kriterien sind: Unfall- und Gesundheitsgefahr, räumliche Nähe, zeitliche Nähe, fachliche Nähe und Anzahl der Beschäftigten. Die Vorschrift bietet Unternehmen mehr Gestaltungsspielräume und ist flexibler als die bisherige starre Listenregelung.
