The Regulations of 15 October 2009 on the entry of foreign nationals into the Kingdom of Norway and their stay in the realm provide exemptions from the residence permit requirement for various groups, including:
- Commercial and business travelers, technical personnel, and foreign nationals in private service, for up to three months
- Researchers, lecturers, and religious workers, for up to three months
- Employees of international companies undergoing in-house training, for up to three months
- Medical practitioners, for up to three months, with approval from the relevant authority
- Musicians, performers, and artists, for assignments not exceeding 14 days in a calendar year
- Seamen on foreign-registered cruise ships or ships registered in an EEA country
- Russian nationals from the Barents region, for specific activities such as selling wares at markets
- Foreign nationals performing voluntary unremunerated work for humanitarian or non-profit organizations, for up to four working days per week
- Skilled jobseekers who do not require a visa, for up to six months, with sufficient funds and insurance
- Foreign nationals with pending applications, until their application has been processed.
