The National Government Career Executive Service Development Program (NGCESDP) – Public Management and Development Program (PMDP) aims to foster careerism in government and promote stability in the bureaucracy. The program has two classes: Middle Managers Class (MMC) and Senior Executives Class (SEC), with a focus on Governance and Development, Strategic Public Management, and Public Efficacy and Leadership. The program's objectives include developing competent government leaders, fostering a spirit of kinship among government leaders, and enhancing the image of the Philippines government.

The Modernizing Government Regulations (MGR) Program aims to improve regulatory quality and coherence, supporting the Philippine Development Plan 2017-2022. The program will examine existing regulations, streamline unnecessary rules, and ensure regulatory effectiveness. The output will be used to develop the National Regulatory Architecture, defining critical elements such as institutional infrastructure, regulatory making and review process, and industry regulatory framework.

Key performance indicators for the NGCESDP-PMDP include the number of key government officials trained, Re-Entry Plans success rate, and budget utilization rate. For the MGR Program, indicators include the number of agencies covered, industries covered, agencies enabled to apply public service value chain, participants trained, and budget utilization rate.
