Warrington Borough Council developed a resource to support Special Educational Needs and Disability (SEND) provision in educational settings, promoting positive outcomes for pupils with SEND. The resource reflects the Warrington Graduated Response to SEND and the Children and Families Act 2014. It aims to raise the standard of education and support for SEND pupils, sharing best practice and evidence-based interventions. The THRIVE model is referenced, bringing together SEND and mental health agendas to promote a needs-led system. Parents reported difficulties with SEND processes, particularly at the early stages of identification, and inconsistent practice between schools. The document provides practical guidance for schools and professionals, with information for parents available on the Local Offer website. The SEND Code of Practice 2014 defines a child or young person as having a Special Educational Need (SEN) if they require special educational provision. Mainstream schools must identify and address additional needs, use their best endeavors to support pupils with SEND, and designate a teacher to coordinate SEND provision. Types of need include Communication and Interaction, Cognition and Learning, Social, Emotional and Mental Health, and Sensory and/or Physical Needs. The Graduated Response encourages practitioners to revisit and refine decisions, providing the right support at the right time, with regular reviews and involvement of pupils and their families.
