Summary

The ASEAN Comprehensive Investment Agreement aims to create a free and open investment regime in ASEAN, promoting economic integration and cooperation among member states. The agreement seeks to achieve this through progressive liberalization of investment regimes, enhanced protection for investors, improved transparency and predictability of investment rules, joint promotion of the region as an integrated investment area, and cooperation to create favorable conditions for investment. The agreement applies to measures adopted or maintained by a member state relating to investors and investments of other member states, covering various sectors such as manufacturing, agriculture, and services. However, it does not apply to taxation measures, subsidies, government procurement, and services supplied in the exercise of governmental authority, among others. The agreement also provides for special and differential treatment for member states depending on their level of development and sectoral sensitivities.
