Summary

California's groundwater supply, which accounts for nearly 40% of the state's water in average years and up to 60% in drought years, has been unevenly and fragmentedly managed, leading to declining groundwater levels and increased vulnerability during droughts. The Sustainable Groundwater Management Act (SGMA) of 2014 has dramatically changed the landscape of groundwater governance, requiring the creation of Groundwater Sustainability Agencies (GSAs) in 125 high and medium priority basins and subbasins. As of July 1, 2017, nearly all high and medium priority basins are covered by one of three governance arrangements: GSAs, alternative plans, or adjudications, with 64 basins managed by a single entity and 70 managed by multiple entities.
