Summary

The Net Zero Industry Act (NZIA) proposes a pathway to transform Europe's industries to climate neutrality by developing CO2 infrastructure. The availability of operating CO2 storage sites is a key bottleneck, and the NZIA sets a target of 50 million tonnes of CO2 storage capacity by 2030. However, this target is considered a bare minimum, and modelling suggests that Europe will need 300-550 million tonnes of annual CO2 capture and storage capacity by 2050. To achieve this, the NZIA should be strengthened in five ways:

1. Set an ambitious storage capacity target of 200 million tonnes by 2035.
2. Create an efficient CO2 market through an EU Carbon Capture and Storage Platform to match sources and sinks for captured CO2.
3. Ensure Member States lead the way on carbon capture by demonstrating transport links to captured industrial emissions.
4. Push producers to put CO2 back in the ground by requiring storage projects to demonstrate access to sufficient captured volumes of CO2.
5. Accelerate the buildout of CO2 transport and storage infrastructure to meet the scaled-up storage capacity needs.
