## I. General Provisions
- Authorized under Wyoming Statutes Annotated §§ 18-9-201 to 18-9-202 and the Wyoming Administrative Procedure Act (WAPA).
- Governs the affairs of the Carbon County School District Two Recreation Board.
- Effective upon adoption by the Board after a public hearing, as per WAPA, and filing with the Secretary of State.
- Amendments require a majority vote of the five-member Board.

## II. Composition of Board
- Membership: Five members appointed by the School Board, including one School Board member. Appointments should represent each attendance center if possible.
- Terms: One year for the School Board member; other members serve five years with no expiration in the fifth year. Reappointments allowed.
- Removal: Members may be removed for gross neglect or malfeasance in office, after a hearing and approval by a two-thirds vote of the School Board.
- Vacancy: Filled by the appointing board for unexpired terms.
- Compensation: Members serve without pay but can receive mileage reimbursement as allowed by law. Liability insurance provided by the School Board.

## III. Personnel
- Officers: Annually elected from members: President, Vice President, Secretary, and Treasurer, each serving one year.
- President: Presides at meetings, signs documents, calls special meetings, and appoints advisory committees (with Board confirmation).
- Vice President: Exercises presidential duties in absence or incapacity of the president.
- Secretary: Keeps minutes in a bound Minute Book, signs official documents except warrants.
- Treasurer: Custodian of board funds, co-signs warrants upon approval by the board.
- Staff and Advisory Committees: Board may appoint staff and establish advisory committees as needed.

## IV. Meetings
- Open Meetings: All meetings are public; no prior registration required for attendance.
- Annual Meeting: First regular meeting in July, includes officer election and regular business.
- Regular Meetings: Second Monday of each month (can be canceled/rescheduled).
- Meeting Rotation: Held at different schools monthly from May to April.
- Special Meetings: Called by the president, with notice to members and local media one day prior. Limited to specified business.
- Executive Sessions: Permitted per Wyoming Statutes Annotated § 9-11-105.

## V. General Procedures
- Quorum: Three members for transaction of business; no action without a quorum.
- Voting: One vote per member, by voice. Unanimous votes recorded individually.
