Summary

At midyear 2019, there were 224 inmates per 100,000 U.S. residents in local jails, with the jail incarceration rate ranging from 103 per 100,000 in New Hampshire to 700 per 100,000 in Louisiana. The overall jail incarceration rate declined 11% from 2005 to 2019, with the largest decline in the District of Columbia (58%) and the largest increase in Kentucky (46%). Local jails held 734,470 persons, with 38,660 supervised in programs outside of jail, and the mean average daily population among local jail jurisdictions was 261 inmates. The demographic characteristics of local jail inmates showed that 85% were male, 15% were female, and 49% were white, 34% were black, 15% were Hispanic, and 1% were American Indian or Alaska Native. At midyear 2019, about a third of jail inmates were sentenced or awaiting sentencing, while about two-thirds were unconvicted, awaiting court action, or held for other reasons, with 70% held for felony charges, 23% for misdemeanor charges, and 7% for civil infractions or unknown offenses.
