Summary

The Council on Environmental Quality (CEQ) has the duty to review federal programs and activities under the National Environmental Policy Act (NEPA) and make recommendations to the President. CEQ's referral process allows federal agencies to bring interagency disagreements concerning proposed major federal actions with potential unsatisfactory environmental effects to CEQ. The referral process involves notifying the lead agency, sending a letter and statement to CEQ, and allowing the lead agency 25 days to respond. CEQ may then take one of seven actions, including concluding the issue is resolved, initiating discussions, holding public meetings, or submitting recommendations to the President. Recent and past referrals of interagency disagreements to CEQ are listed, including projects such as the St. Johns Bayou/New Madrid Floodway Project and the Shearon Harris Nuclear Power Plants.
