The International Maritime Organization (IMO) has issued a Circular Letter (No. 3772) to all IMO Member States, transmitting the first Consolidated Audit Summary Report (CASR) prepared in accordance with the Procedures for the IMO Member State Audit. The report contains lessons learned from 18 mandatory audits completed in 2016, including findings, observations, root causes, and corrective actions taken by the audited States. The CASR aims to facilitate the attainment of the objectives of the IMO Member State Audit Scheme, including enhancing implementation and enforcement of mandatory IMO instruments. The report identifies areas where States have fallen short or encountered difficulties in implementing and enforcing IMO instruments, and highlights best practices employed by States to effectively meet their obligations and responsibilities. Future CASRs will be issued as Circular Letters to assist Member States in enhancing their implementation and enforcement of mandatory IMO instruments.
