Summary

The discharge rule of the House of Representatives allows members to bring a measure to the floor that has not been reported from committee. Since 1931, 563 discharge petitions have been filed, with 47 obtaining the required 218 signatures. The House voted for discharge 26 times, passing 19 measures, but only two became law. However, discharge attempts can lead to legislative success indirectly, with 10 measures considered under other procedures becoming law, and 17 of 32 measures with pending petitions receiving final approval. In the past 35 years, discharge petitions on 12 measures obtained the required signatures, with the House voting for discharge six times and considering the other six under other procedures. The Committee on Rules has increasingly responded to discharge efforts by reporting its own special rules, especially for petitions filed on special rules rather than measures themselves.
