Summary

The Department of Defense (DOD) relies on contractors to support its missions, with contractors providing services such as consulting, administrative support, and weapon system operations. However, DOD contract management has been on the high-risk list since 1992 due to weaknesses in management and oversight. To improve contract management, Congress enacted legislation requiring DOD to submit an annual inventory of service contracts, which must include information on functions performed, funding sources, and contractor full-time equivalents (FTEs).

The Government Accountability Office (GAO) assessed the methodologies used by the Army, Navy, and Air Force to compile their fiscal year 2008 service contract inventories. The GAO found that the military departments used different methodologies, resulting in key differences in how they identified service contracts, categorized services, and determined contractor FTEs. The data reported in each inventory were also incomplete.

The Army's methodology included services purchased under contracts for both goods and services, while the Navy and Air Force methodologies did not. The Army used its Contractor Manpower Reporting Application (CMRA) system, which requires contractors to enter data on services purchased, while the Navy and Air Force relied on FPDS-NG data. The GAO noted that services purchased under contracts coded for goods in FPDS-NG were not included in the Navy and Air Force inventories.

The military departments defined services differently and excluded different categories of services and contract actions from their inventories. The GAO reported that DOD acknowledged limitations associated with the methodologies used and is developing a new approach for compiling future inventories. The fiscal year 2008 inventories reported $96 billion spent on contractor services and 596,219 contractor FTEs, but the data were not complete, and DOD has since corrected an administrative error that overstated the fiscal year 2008 total by $13.9 billion.
