Summary

The US Department of Commerce's National Telecommunications and Information Administration (NTIA) announced its intent to transition key Internet domain name functions to the global multistakeholder community on March 14, 2014. The NTIA asked ICANN to convene global stakeholders to develop a proposal to transition the current stewardship role played by NTIA in the coordination of the Internet's Domain Name System (DNS). The proposal must have broad community support, support and enhance the multistakeholder model, maintain the security, stability, and resiliency of the DNS, meet the expectations of affected parties, and maintain the openness of the Internet. The proposal should focus on defining accountability mechanisms to replace the current stewardship role played by NTIA, ensuring ICANN's performance of the IANA functions based on agreements and policies provided by respective bodies. Topics outside the scope of the proposal include policy development related to the IANA functions, the IANA functions operator, and issues not within the IANA functions, such as cybersecurity, privacy, and content.
