Summary

De Omgevingswet treedt op 1 januari 2021 in werking en vereenvoudigt het omgevingsrecht voor burgers, ondernemers en overheden. De wet reduceert 26 wetten tot 1 wet, 5000 wetsartikelen tot 350, 120 ministeriële regelingen tot 10 en 120 algemene maatregelen van bestuur tot 4. Het doel is om één bevoegd gezag te creëren waar initiatiefnemers en belanghebbenden terecht kunnen en om de dienstverlening te versnellen. Het Digitaal Stelsel Omgevingswet (DSO) zal het Omgevingsloket Online (OLO) vervangen en alle landelijke en lokale gegevens via één centrale voorziening beschikbaar maken. De wetgeving is nog in ontwikkeling, maar de Omgevingswet is al afgekondigd april 2016 en de invoeringswet Omgevingswet is in schriftelijke voorbereiding in de Eerste Kamer. Het model-DSP zal gefaseerd worden aangepast om de nieuwe zaaktypen op te nemen, waaronder het opstellen van een omgevingsvisie, een omgevingsplan en een omgevingsprogramma.
