Summary

Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) hat 2011 Menschenrechte als Leitprinzip seiner Arbeit definiert und einen Menschenrechtsansatz (MRA) formuliert. Die Evaluierung zeigt, dass das Menschenrechtskonzept menschenrechtliche Anforderungen in seinen Zielen und Handlungsansätzen aufgreift, aber nur teilweise in der Praxis umsetzt. Die Evaluierung empfiehlt eine strategische Weiterentwicklung und evidenzbasierte Steuerung des MRA sowie die Pilotierung neuer Umsetzungsinstrumente und mehr anwendungsorientierte Hilfestellung für die beteiligten Akteure.
