The University of Central Florida's Board of Trustees held a special meeting via telephone conference call on August 27, 2004. Chairman Richard Nunis called the meeting to order, and President John Hitt reported on the university's response to Hurricane Charley, thanking staff for their hard work. The meeting was called to address two main topics: responding to the governor's four higher education initiatives by the September 1 deadline and amending the master plan.

President Hitt discussed the Board of Governors' Y-Axis strategic planning document, which outlines goals for the State University System, including providing access to degree programs, meeting statewide professional and workforce needs, and building world-class academic programs. The university will complete its response to the Y-Axis by using existing planning documents and establishing baseline measurements where necessary.

The board approved a block tuition proposal, which would allow undergraduate students to pay a fixed tuition for 12 or more credit hours and enroll in additional hours at no extra cost. The board also reviewed the university's position on the governor's other initiatives, including excess hours, billing statements, and targeted programs.

A motion was passed approving an amendment to the campus master plan, changing the designation of 5.8 acres in the athletics area from Recreation and Open Space to Housing to accommodate a construction project providing approximately 1,000 additional beds. The meeting adjourned at 2:15 P.M.
