Summary

Microdata from official German statistics agencies and social security agencies are crucial for empirical social and economic research, but current access procedures are time-consuming and require on-site visits to research data centers (RDCs). To modernize data access, the German Data Forum (RatSWD) recommends establishing remote desktop procedures for accessing microdata, similar to those in Scandinavian countries and the Netherlands. Pilot projects should be implemented to test remote desktop access, with close cooperation between official statistics agencies, social security agencies, researchers, and data protection stakeholders. The RatSWD also recommends changing §16(6) of the Federal Statistical Act to allow remote access to formally anonymized data. Remote desktop access would benefit both researchers and data producers, and Germany should learn from international experience to improve its research conditions and competitiveness.
