USTelecom—The Broadband Association congratulates the 118th Congress and offers to be a trusted resource in achieving the goal of connecting every home and business to broadband. The association highlights the importance of broadband in addressing national challenges and notes that $86 billion was invested in broadband infrastructure in 2021. USTelecom's Agenda 2023 outlines actions for Congress to take, including:

1. Investing federal infrastructure funds wisely, such as ensuring grant recipients are properly vetted and passing legislation to help with timely infrastructure permitting.
2. Advancing broadband affordability, including delivering a permanent Affordable Connectivity Program and doubling down on digital skilling investments.
3. Reforming Universal Service to make it sustainable and include contributions from internet edge providers and platforms.
4. Supporting the public-private cybersecurity partnership model to keep U.S. networks safe and secure.
5. Establishing a federal privacy framework to protect customers and provide consistent protections across the country.
6. Maximizing the impact of community broadband grants by making them tax-free to ensure resources remain in the communities they serve.
