Summary

The police play a crucial role in initiating the justice process, and their distribution of resources can impact access to justice. This study examines the allocation of policing resources through the lens of distributive justice, analyzing data from three policing projects over 16 years. The findings indicate that victims and potential victims of crime face barriers to accessing justice due to an unfair distribution of resources, enabled by police discretion and justified by notions of "deservedness" and personal choice. The study argues that the cultural language of stigmatization of people and places encourages this inequitable distribution, highlighting the need to revisit the concept of distributive justice in policing.
