The leverage ratio is a simple, transparent, non-risk-based measure intended to restrict the build-up of leverage in the banking sector and reinforce risk-based capital requirements. The revised framework includes a broad scope of consolidation, clarification of derivative and collateral treatment, and enhanced treatment of written credit derivatives and securities financing transactions. The leverage ratio is defined as the Capital Measure (Tier 1 capital) divided by the Exposure Measure, with a minimum requirement of 3% during the parallel run period from 2013 to 2017. Public disclosure of the leverage ratio will start on January 1, 2015, with any final adjustments made by 2017 and a view to migrating to a Pillar 1 treatment on January 1, 2018.
