Summary

The Energy Independence and Security Act of 2007 (EISA) is an energy policy aimed at making better use of resources and helping the US become energy independent. The law sets energy efficiency standards for light bulbs, with the first phase effective January 2012, requiring screw-based bulbs to use fewer watts for similar lumen output. The standards are technology-neutral, allowing any type of bulb to be sold as long as it meets efficiency requirements. Common household bulbs will use at least 27% less energy by 2014. The law is phased in over three years, with 100-watt bulbs affected in January 2012 and 40-watt bulbs in January 2014. A second part of the law requires most light bulbs to be 60-70% more efficient than standard incandescents by 2020. EISA aims to eliminate wasteful products, reduce harmful emissions, and promote energy efficiency, with estimated cost savings of nearly $6 billion for US households in 2015. Manufacturers support the federal standards, and the law will shift consumer focus from watts to lumens when shopping for light bulbs. A new label designed by the Federal Trade Commission will provide information on lumens, estimated annual operating cost, and light appearance. The ENERGY STAR label indicates that bulbs meet strict energy efficiency and quality criteria. Common myths and misconceptions about the law, such as the government banning incandescent bulbs or forcing consumers to buy CFLs, are addressed, with evidence showing that most Americans are satisfied with CFLs and will save money with energy-efficient bulbs.
