The California Air Resources Board (ARB) issued Executive Order D-590-9, exempting S&B Filters' Cold Air Intake System from the prohibitions of Section 27156 of the California Vehicle Code. The system is designed for various Ford models, including F-250/350 Super Duty and Excursion, with engine displacements ranging from 6.0L to 7.3L, and model years from 1998 to 2016.

The exemption is valid provided that the installation instructions do not recommend tuning the vehicle to specifications different from those of the vehicle manufacturer. The ARB reserves the right to review and revoke the Executive Order if the Cold Air Intake System is found to affect the durability of emission control systems or if marketing claims are made without prior approval.

Emission test results for a 2015 Ford 6.7L F-250 showed that the Cold Air Intake System did not reduce the effectiveness of the vehicle's pollution control systems, with results below the applicable certification standards. The system includes an open-element air filter, heat shield, intake system tubing, crankcase ventilation hose, and assorted brackets and hardware.

The Executive Order does not constitute a certification, accreditation, or endorsement by the ARB of any claims concerning anti-pollution benefits or alleged benefits of S&B Filters' Cold Air Intake System. Violation of the conditions may result in revocation of the order, with a ten-day written notice and a potential hearing to contest the proposed revocation.
