Summary

Saskatchewan's government is using a Design-Build-Finance-Maintain (DBFM) Public-Private Partnership (P3) model to deliver 18 new elementary schools on nine joint-use sites. The private-sector partner, Joint-Use Mutual Partnership, won a two-stage competitive process and is responsible for design, construction, partial financing, and maintenance of the schools for 30 years. The public is guaranteed a fixed price and delivery date, and Joint-Use Mutual Partnership assumes risks such as inflation and weather-related delays. The public receives a 30-year warranty on the work, and an independent Fairness Advisor monitored the process to ensure fairness. The P3 model is used where there are clear benefits for taxpayers, and a Value for Money (VFM) Assessment Report is prepared to identify the benefits and innovations of the project and explain the competitive process undertaken to select the private sector team.
