Summary

The 1940s saw a surge in urban planning in the US, with hundreds of new planning agencies established in cities and towns. Historians have attributed this "renaissance" to functional necessities and local political currents, but federal incentives also played a key role. Programs such as the Lanham Act, Federal Housing Administration mortgage insurance, and Federal Highway Act funding encouraged localities to plan, with the federal government providing grants and loans for public works projects and planning documents. Between 1941 and 1946, the Lanham Act funded over 4,000 public works projects, and the War Mobilization and Reconversion Act provided loans for planning, with over 7,300 applications approved. These federal incentives helped forge new local coalitions in favor of municipal involvement in urban development, contributing to the planning boom of the 1940s.
