Summary

In 2018, 8.1 million US adults (3.2%) and 20.8% of high school students used e-cigarettes. The FTC studied e-cigarette sales and marketing from 2015-2018, finding a dramatic increase in sales (from $304.2 million to $2.046 billion) and a shift from tobacco-flavored to fruit, candy, and dessert flavors. Flavored products, particularly fruit flavors, became increasingly popular, with sales tripling from 13.8% in 2015 to 42.1% in 2018. The nicotine concentration of disposable e-cigarettes increased by nearly 60% from 2015 to 2018. Advertising and promotion expenditures more than tripled from $197.8 million to $643.6 million during the same period, with spending on sampling and free products more than doubling.
