Summary

The Post-2020 Common Agricultural Policy (CAP) must safeguard and stimulate the preservation of carbon-rich soils through protection of peatlands to facilitate new environmental ambitions and create coherence between agricultural and climate policies. Primary goals include guaranteed eligibility of farmed wet peatlands for CAP payments, phasing out CAP payments for drained peatlands, and establishing results-based agricultural payment schemes. Peatlands are rich in organic matter and store large amounts of carbon, but drainage for agriculture, forestry, and peat extraction leads to substantial CO2 and N2O emissions. The EU is the second largest emitter of greenhouse gases from drained peatlands, with the largest emitters being Germany, Finland, the UK, Poland, Ireland, Romania, Sweden, Latvia, Lithuania, and the Netherlands. Raising water levels and rewetting peatlands can reduce emissions, and paludiculture, a productive land use of wet peatlands, can minimize emissions and have financial and ecological benefits. Recommendations include guaranteeing eligibility of farmed wet peatlands for CAP payments, phasing out CAP funding for drained peatlands, and establishing results-based agricultural payment schemes to support low-emission peatland utilization.
