EU Commissioner Violeta Bulc and 28 EU Transport Ministries are urged to learn from the Rastatt disaster, which exposed rail as the weak link in the integrated logistics chain, causing chaos and economic damage. Customer confidence in rail transport has been damaged, and to restore it, the following structural changes are needed:

1. Risk management and contingency plans with pre-defined alternative routes.
2. Crisis management with day-to-day coordination and emergency funds.
3. Overcoming national obstacles, such as language requirements and interoperability issues.
4. International coordination of infrastructure works to limit negative impacts on service quality.
5. Operational cross-border management with strong corridor management and operational tools.
6. Incentives to minimise disruptions, such as financial incentives for infrastructure managers.
7. A rail platform for effective coordination and follow-up.
