Summary

Internet shutdowns are intentional disruptions of internet or electronic communications, often to exert control over the flow of information, and have occurred in 41 countries worldwide from 2016 to 2018. These shutdowns harm everyone, including emergency services, human rights defenders, journalists, businesses, schools, and hospitals, and slow down the global economy, with a estimated global economic loss of $2.4 billion in 2016. The most common suspected actual causes of internet shutdowns are to stop protests, quell political instability, control elections, and control information. The #KeepItOn campaign, which includes 160 organizations from 65 countries, is working to end internet shutdowns, and has had some successes, such as pressuring the government of Cameroon to restore internet access after a 93-day shutdown.
