Summary

Rhode Island was a colony established in the 1600s by English colonists who were banished from Massachusetts due to their religious unorthodoxy. The colony was governed by a corporate government with a unicameral General Assembly, which later became bicameral in 1696. The royal charter of 1663 provided for a governor, deputy governor, and assistants to be elected annually, and deputies to be elected semi-annually from the towns. Freemanship was obtained through residency and land ownership, and 75% of white adult males met the franchise qualification. Rhode Island was described as "dangerously democratic" and had a system of government where the town, not the General Assembly, held the most power. After the American Revolution, Rhode Island's economy was in decline, with a large public debt and high taxes, leading to opposition to the Constitution until its wartime debt was redeemed. The state finally ratified the Constitution on May 29, 1790, after more than a year of separation from the Union.
