Summary

In 2021, a migration crisis occurred on the Belarus-EU border, with 4226 migrants crossing into Lithuania from January to November, mostly from Iraq, Congo, Syria, Cameroon, and Afghanistan. Belarusian authorities were accused of using migrants as a tool to antagonize EU sanctions, with Foreign Minister Gabrielius Landsbergis calling it "hybrid warfare" and a "weaponization of migrants." An investigation by Lithuanian public broadcaster LRT found that migrants were transported to Minsk as "tourists" and then forced to cross the border into Lithuania, Latvia, or Poland. The EU described the situation as a "hybrid attack" to destabilize Europe, with European Commission President Ursula von der Leyen stating that the Belarusian regime had "instrumentalized human beings." The crisis was seen as revenge by Belarus for EU sanctions and non-recognition of President Alexander Lukashenko's legitimacy. Pro-Kremlin media in Lithuania, such as Sputnik Lietuva and Baltnews, were monitored for their coverage of the crisis, which aimed to affect the information space in Lithuania.
