Summary

Two-tier collective bargaining is a divisive practice where employers try to get union members to agree to different scales of compensation, resulting in new hires receiving lower wages, less job security, and different pensions and benefits. This practice is concession bargaining, where all workers in the bargaining unit eventually lose. Two-tier provisions are unfair to new hires, weaken the union, and undermine union solidarity. Common two-tier offers include replacing defined benefit pensions with defined contribution plans, weaker job security language, and job losses. Accepting two-tier deals does not protect jobs and can lead to animosity between union leaders and members. To fight against two-tier bargaining, unions can work with staff to identify alternative solutions, educate members about the solidarity costs of tiers, and lobby public sector employers and elected representatives about fairness.
