Summary

Senators Nelson and Klobuchar introduced the Next Generation 9-1-1 Act of 2017 to address the outdated 9-1-1 system, which relies on outdated technology and faces challenges in handling modern communications. The Act aims to enable people to communicate with 9-1-1 call centers like they do with others, sending text messages, pictures, videos, and other information to 9-1-1. This will improve emergency response efforts and save lives. The Act provides additional federal support through a 9-1-1 grant program to assist states and localities in upgrading to and implementing Next Generation 9-1-1 technologies and services. It also ensures uniform technical standards, provides assistance to NG 9-1-1 systems to harden them against cyberattacks, and directs the Federal government to provide administrative and procurement support for state and local efforts. The Act maintains the current 9-1-1 state and local governance structure, requiring states to identify a point of contact for 9-1-1 issues and ensure local agency participation.
