Summary

The EU and its Member States, except Ireland, have ratified the Convention on the Rights of Persons with Disabilities (CRPD), which articulates the right to live independently and be included in the community. Article 19 of the CRPD emphasizes the principles of equality, autonomy, and inclusion, and entails a transition from institutional to community-based support. The European Disability Strategy 2010-2020 aims to achieve full participation of people with disabilities in society by providing quality community-based services. However, there is a lack of data on the types of services available for persons with disabilities in each EU Member State, which impedes efforts to render the deinstitutionalisation process effective. Research by the European Union Agency for Fundamental Rights (FRA) aims to fill this knowledge gap by providing baseline information on the availability and characteristics of institutional and community-based services in the 28 EU Member States.
