Summary

The Federal Communications Commission (FCC) has issued a Notice of Inquiry to assess the deployment of advanced telecommunications capability to all Americans in a reasonable and timely fashion, as required by Section 706 of the Telecommunications Act of 1996. The inquiry seeks comment on the current state of deployment and availability, including the use of revised FCC Form 477 broadband deployment data and other sources. The FCC's 2015 Broadband Progress Report found that approximately 55 million Americans lacked access to broadband services, and that inadequate progress was being made to eliminate this gap, with a persistent "digital divide" affecting rural areas and Tribal lands. The commission is seeking input on various aspects, including defining advanced telecommunications capability, criteria and benchmarks for assessing consumer broadband, and international comparisons. Comments are due by September 8, 2015, and reply comments are due by September 23, 2015.
