Summary

USDA was unable to spend all single-family appropriations in FY14, with 90% of Section 502 direct loan funds obligated, and very low-income borrowers receiving 33.2% of the obligations. Other FY14 obligation levels include 80% for Section 502 guaranteed loans and 73% for Section 523 self-help grants. HUD has jobs plus funds available, and is proposing rule changes for Section 202 and 811 programs, as well as regulations on demolition and disposition of public housing. The 2015 Difficult Development Areas and Qualified Census Tracts have been announced, and final fair market rents have been set. Most children in HUD-assisted renter households still live in high-poverty neighborhoods, with only 15% living in low-poverty neighborhoods. Rural Voices is wondering "what does affordable housing mean to you?" and HAC analysis of mortgage data is now available. A farmworker housing and health conference is set for November, and a webinar will cover protecting seniors and other RD tenants from displacement. Registration is open for the National Rural Housing Conference 2014.
