Bundesrat unterbreitet der Bundesversammlung einen Entwurf für einen Artikel der Bundesverfassung über Natur- und Heimatschutz, der auf einer Motion der Kommission des Nationalrates von 1954 basiert. Die Vorgeschichte zeigt, dass es bereits 1924 eine Motion für den Schutz von Landschaftsbildern, Naturdenkmälern und historischen Bauten gab, die jedoch abgelehnt wurde. In den 1930er Jahren gab es weitere Initiativen und Eingaben für einen eidgenössischen Naturschutz, darunter die "Oltener Eesolution 1932" und ein Gutachten des Eidgenössischen Justiz- und Polizeidepartementes. 1936 wurde die Eidgenössische Natur- und Heimatschutzkommission ins Leben gerufen, die dem Bundesrat als beratende Stelle dient. Der Entwurf für den neuen Artikel der Bundesverfassung soll den Schutz von Natur und Heimat in der Schweiz stärken.
