Summary

Federal Communications Commission adopts rules to implement the 2018 Reimbursement Expansion Act, reimbursing Low Power Television (LPTV) and television translator stations, and FM broadcast stations for costs incurred due to the broadcast television spectrum incentive auction. The rules establish eligibility, expenses, and procedures for reimbursement, prioritizing payments to full power, Class A, and MVPD entities over LPTV/translator and FM entities. Eligible LPTV/translator stations must have filed an application during the Special Displacement Window, obtained a construction permit, and been licensed and transmitting for at least 9 of the 12 months prior to April 13, 2017. FM stations that were licensed and transmitting on April 13, 2017, using facilities impacted by the repacked television station are also eligible for reimbursement. The Commission will reimburse reasonable costs to construct facilities authorized by the grant of the station's Special Displacement Window application.
