Summary

The EU's proposed European Cybersecurity Certification Scheme for Cloud Services (EUCS) should focus on good security practices, like the US FedRAMP regime, rather than firm nationality, to avoid weakening transatlantic influence over cybersecurity issues globally. Some EU countries, like France, want to use EUCS to replace leading US cloud firms with local ones, which would undermine transatlantic digital trade and make the Transatlantic Data Privacy Framework irrelevant. The EUCS differs from FedRAMP in its focus on firm ownership, use of closed and politicized technical standards, and assessment of services for the private sector. The EU should remove protectionist restrictions from EUCS, focus on technicalities of cybersecurity, and work with the US on global cybersecurity issues.
