Summary

Australian banks' credit ratings benefit from perceptions of government support, with major banks receiving a two-notch credit rating uplift from S&P. However, calculating the implicit funding subsidy is problematic due to various factors affecting bank funding costs. The introduction of the Financial Claims Scheme has reduced the implicit funding subsidy for large banks, and any benefit may be passed on to customers through lower lending rates in a competitive market. Research proposes to assess the implicit subsidy by analyzing differences in bond spreads between systemically important banks and other banks, controlling for various factors. Results suggest that major banks did not receive a subsidy prior to the crisis, but received a sizeable subsidy during the crisis, which has since declined.
