Summary

In Japan, the Guideline for Post-Earthquake Damage Evaluation and Rehabilitation is being revised in 2014 based on lessons from damaging earthquakes, such as the 2011 East Japan Earthquake. The revision includes a method to evaluate the residual seismic capacity of reinforced concrete structures using the R-index, which is the ratio of residual seismic capacity to the original capacity. The R-index was originally developed for buildings with story collapse mechanisms but has been expanded to include total collapse mechanisms, which are expected to increase in the future. The guideline revision also re-evaluates the reduction factor of capacity in structural members corresponding to their damage state using experimental data. The applicability and accuracy of the proposed method were investigated through a study of damaged RC buildings from recent major earthquakes.
