Education policymakers are increasingly linking high-stakes personnel decisions to direct measures of teacher effectiveness, with some states revamping tenure-granting policies to incorporate student achievement data. Research findings support this approach, showing that teacher quality is the most important school-based factor in improving student achievement, and that a small percentage of tenured teachers are dismissed for poor performance. A study using North Carolina data found that early-career teacher performance, as measured by value-added models (VAM), can predict student achievement at least three years later, outperforming observable teacher characteristics. The results suggest that VAM estimates can be a useful tool in informing tenure decisions, but also acknowledge potential costs and limitations.
