Key Decisions:

1. Cancellation of New Schools: 4 new schools cancelled, surrendering Rs. 221.22 lakh.
2. Strengthening: 143 schools cancelled, surrendering Rs. 3070.66 lakh; 58 new schools approved under strengthening with Rs. 1218 lakh.

School grant approved for 3245 schools with Rs. 1622.50 lakh.
* Financial support for salary of staff, including HMs and teachers, approved with total outlay of Rs. 27589.84 lakh.
4. Training: Various training programs approved, including SMDC training, in-service training for teachers, and school leadership management course.
5. Quality Interventions: Rs. 163.87 lakh approved for developing question banks, and Rs. 200/day approved for excursion trip for 2100 students.

Areas of Concern:

1. Educational Indicators: Decrease in GER, NER, and transition rate; low Gross Access Ratio in some districts.
2. Learning Achievement: 50% students scored below 34% in all subjects; need for remedial teaching.
3. Teachers/Quality: 51% schools have less than 5 teachers; need for rationalization of teacher distribution.
4. Access: Need for completion of GIS mapping exercise to identify gaps in access and teacher distribution.
5. New Schools: 8 new schools not functional; state committed to making them functional in 2016-17.
6. ICT: Third-party evaluation of schools not undertaken; state committed to conducting evaluation.
7. GH: Only 2 girls' hostels functional; state committed to making 33 under-construction hostels functional in 2016-17.
8. VE: Delay in procurement process; state committed to making all VE laboratories functional by April 2016.
