Summary

The US maintained strategic nuclear weapons after the Cold War due to "increasingly capable Third World threats" and potential nuclear capabilities in emerging powers. The 1991 NUWEP tasked the military to plan for nuclear operations against regional WMD proliferators. The 1992 National Military Strategy called for maintaining a strategic nuclear arsenal due to the threat posed by states developing WMD. STRATCOM adjusted planning to focus on a "flexible, globally-focused, war-planning process" and developed a "living SIOP" for daily automated targeting changes. The 1993 Nuclear Posture Review Working Group 5 examined the relationship between alternative nuclear postures and counterproliferation policy, including deterring proliferation and the role of nuclear weapons against proliferating countries.
