Summary

The Bureau of Industry and Security (BIS) is amending the Export Administration Regulations (EAR) to implement controls on advanced computing integrated circuits (ICs), computer commodities containing such ICs, and certain semiconductor manufacturing items. The rule also expands controls on transactions involving items for supercomputer and semiconductor manufacturing end uses, particularly for entities on the Entity List in China. Additionally, it establishes a Temporary General License to permit limited manufacturing activities in China and requires a license for specific activities of 'U.S. persons' that support the development or production of certain ICs in the PRC. Comments on the rule must be received by December 12, 2022.
