Summary

This bill amends title 49 of the United States Code to require airlines to seat young children (13 or under) adjacent to an accompanying adult (14 or over) on aircraft, with some exceptions. Airlines must provide adjacent seating at no additional cost, and may not charge fees or limit availability of adjacent seats. If adjacent seats are not available, airlines must offer a full refund or rebook the passengers on the next available flight. The bill also defines terms such as "accompanying adult," "adjacent," and "young child," and allows the Secretary to issue regulations to implement the section. The effective date of the section is 180 days after the date of enactment.
