The Sustainable Hydropower Master Plan for the Xe Kong Basin in Lao PDR was developed by the Natural Heritage Institute (NHI) and international experts in collaboration with the Government of Lao PDR (GoL) to assist in implementing its Policy on Sustainable Hydropower Development. The plan aims to meet the country's energy goals while preserving the last intact remnant of the most productive freshwater fishery in the world, with 1200 aquatic species identified. The Xe Kong Basin is under threat from Lao's hydropower development plans, including 7 large dams proposed for the mainstem, which could harm 81 migratory fish species and the livelihoods of millions. The Master Plan sets forth attributes of sustainable hydropower based on measures to counteract environmental impacts, including barriers to fish migration, trapping of sediments and nutrients, and alteration of natural flow patterns. The plan focuses on the Xe Kong Basin, which is the last unobstructed major tributary of the Lower Mekong Basin, exhibiting extraordinary fishery values under intense threat from imminent hydropower proposals. Estimates vary, but the Xe Kong River is home to 175-213 total species, including 64-81 migratory species, some of which are economically important for riverside communities. The plan was endorsed by the Prime Minister of Lao, directing relevant line ministries to adopt and implement its findings and recommendations as the basis for further hydropower development.
