Summary

The Women, Peace and Security (WPS) agenda has advanced significantly over the past 15 years, with the adoption of seven UN Security Council Resolutions (UNSCR) and National Action Plans. However, despite international obligations, women continue to be underrepresented in peace processes, with only 4% of signatories, 2.4% of chief mediators, 3.7% of witnesses, and 9% of negotiators being women. Some peace talks, such as those in the Philippines, have shown that women's inclusion is possible and desirable, leading to more inclusive and representative peace agreements. In contrast, other peace processes, such as in Syria, have failed to adequately include women, highlighting the need for increased representation and participation of women in peace efforts to achieve gender equality and global peace and security.
