Summary

The growing recognition of threats to collective security from weak, failing, and failed states has led to proposals for new models of intervention, including neo-trusteeship and shared sovereignty. However, these calls for intervention rest on two unexamined assumptions: that countries cannot recover from conflict on their own and that intervention is the best strategy for state-building. This article challenges these assumptions by defining and describing a process of autonomous recovery, where states achieve lasting peace and post-war development without international intervention, and explores this concept through case studies of Uganda, Eritrea, and Somalia.
